COE was established in 1984 and is headquartered in the suburbs of Washington, DC. COE was founded on a strong desire to contribute to making our client organizations more effective. Our founder, Steve Goodrich, had worked in progressive leadership roles in other consultancies and felt there needed to be a better focus on ensuring the clients’ best interests were addressed. He really wanted to make a difference and help clients achieve meaningful and measurable results.

Our organization is symbolized by leaves that represent the growth, energy, change, and diversity necessary to help our clients achieve their goals. With its simple appearance, yet complex structure, the leaf epitomizes an organization’s many functional responsibilities that must work together to effectively achieve a central mission while continuing to grow and evolve.

After a quarter century, this vision still holds. COE consults with our clients under a set of guiding principles and uses our proven Organizational Effectiveness Framework to guide them to excellence.
