Organizational Goal Management

One of GoalOwner’s most critical features for employees and managers is the goal cascade, a key concept in making GoalOwner so effective. Initially the organization develops its high-level goals; then managers develop their goals. These goals are tracked and reported within GoalOwner.

Reports are available to easily view goal/employee objective crosswalks and the links between Agency and Work Unit Goals, and the status and performance objectives for each employee.

GoalOwner’s user-friendly data then helps you assess employee ratings against the organization’s ultimate achievements. This helps everyone stay focused on SMART outcome-based objectives and helps you maintain compliance with the Human Capital Accountability Assessment Framework (HCAAF).

Employee Performance Planning

The performance plan in GoalOwner is uniquely designed to enable users to quickly and easily enter, edit, and delete performance objectives. 

Users have the option to link objectives to goals, assign due dates, enter expected accomplishments and assign to categories defined by the agency. Other option features offered within GoalOwner include:

  • Competency management and proficiency rating
  • Individual Development Plans (IDPs)
  • Weighting Performance Objectives
  • Tagging performance objectives as critical or non-critical
  • Plan accepted by employee, and approved by supervisor, and other managers as desired

Outcome-Based Objectives and Competencies

Outcome-Based Objectives

To help the user craft the outcomes of a SMART Performance Objective, the user is prompted with the question “What specifically do I need to accomplish?”

In the same step, the employee may also enter the measure of success or the impact to the organization in “Expected Accomplishments.” Again, the employee is prompted with two questions:

  • How will they (accomplishments) be measured?
  • How will this impact the organization?

These prompts help the user include measures and make the Performance Outcome relevant. The expected accomplishments are used later to compare with the actual accomplishments when evaluating performance and determining awards.

Individual Development Plans (IDPs)

IDPs are an integral part of GoalOwner, not an add-on functionality.

Employees and supervisors can establish short and long term career goals for the employee, and describe insert activities that will enable the employee to accomplish these goals.  IDP goals and activities may or may not be linked to specific performance objectives or competencies

GoalOwner can connect to your LMS to download development activities.

The IDP function can be turned on or off at the agencies choice.

Feedback and Accomplishments

GoalOwner allows supervisors and employees to give and receive feedback, enabling supervisors to provide feedback on an employee’s progress in accomplishing objectives, competencies, or general behavior. It can also be used to document performance discussions.

All feedback is date/time stamped and indicates the person entering it.

GoalOwner allows for attachments to further document the feedback.

Feedback can remain private (visible to author only), or be shared with the employee when ready.


Comparing Expected and Actual Accomplishments provides strong indicators of employee accountability.

Performance Reviews

GoalOwner includes very flexible and comprehensive functionality for creating performance reviews within the system:

  • Allows for an unlimited number of interim or mid-year reviews to be created and completed by the supervisor
  • A final review to be used as the official end-of-year review for employees
  • Self-assessment reviews that can be completed by each employee or a select group of
    employees (e.g., SES)

Each review may incorporate any or all of the following components:

  • Specific ratings for individual Performance Objectives, complete with comments and justifications for the rating and any weighting applied to the Performance Objective
  • Competency proficiency assessments
  • Narrative overall remarks

These components are used individually or together, as defined by the agency, to create an overall summary rating.

To give the supervisor maximum flexibility in completing the ratings and comments, reviews are saved as drafts that are not visible to the employee until the supervisor “publishes” the review.

Pay and Awards

By linking your employee’s Performance Objectives to Agency goals, managers can effectively make better pay and award decisions. GoalOwner’s pay and award feature allows organizations to input their own unique awards, bonuses and incentives into the software. Managers can recommend and track awards and incentives for all employees. This enables the organization to connect awards to the performance review process, which helps facilitate a pay-for-performance culture. Awards are agency defined and may include annual awards, PTO, QSI, or others as defined by your agency (monetary or non-monetary).

Reports

GoalOwner has a wide array of employee and organizational reports for all levels of users within the system; Employees, Administrators, Supervisors, Executives. Each report may be exported in a variety of formats, including PDF, TIFF, and others. Reports, like the rest of GoalOwner, are only visible to those users who have the appropriate access rights.

HR System Administration

Only users with a HR System Administrator role have access to and are authorized to perform System Administration related tasks:

  • Updating user data and system roles/rights
  • Managing User status and system access
  • Sending welcome letters
  • Searching and fixing Employee exceptions that have missing data from file load
  • Creating and Managing Award types
  • Sending out mass email alerts
  • Unlocking records


Imbedded communication-email alert capability

GoalOwner gives the user optional email notifications based on the function the user is performing:

  • Performance Plan approval notifications
  • Published feedback
  • Review approval notifications and publishing to employee

GoalOwner also provides email notifications during System Administration functions:

  • Executives may use a different summary rating calculation than other employees
  • Executives may link to office, agency, and/or department goals
  • Executives have ECQs included as part of their plan and review

  • Executives have a self-assessment within GoalOwner
Allowing SES employees to perform self-assessments is perhaps the most critical functionality. In many agencies, self-assessments are mandatory SES staff, which is why COE custom built this unique functionality.
